23 October 2007 Minutes from the Board of Trustees

Mary Brown called the meeting to order at 7:04 p.m.

MOTION: Minutes

Blackman so moved to approve the minutes of the September meeting. Sullivan seconded. All approved.

Treasurer's Report: Brown
Property tax revenue should begin to arrive in December.
MOTION: Vendors List
Fahrenbach so moved to approve the Vendors List. Landman seconded. All approved.

Librarian's Report:
Real Estate taxes are due December 3rd. Kozak should have figures for the Library levies amounts from the Village by the end of October.
The Reading Railroad Project should be in good shape for the Library's birthday party, November 11th.
Kozak and Roche will interview candidates for the position of Reference Librarian.
New task chairs have arrived for the computer stations in the Reference Department.

Communications: Patron request for better lighting

Visitors: Florence Staege,Library Intern from the College of DuPage.

Committees:

Finance: Brown
Quarterly Investment Report: Brown reviewed her handouts entitled Illinois Funds, giving balances as of 9/30/07 and Capital Fund Expenditures for the Reading Railroad Project. Total funds transferred to date from the Capital Fund to the Building Maintenance Fund - $9,629.19. Pending fund Transfers for September - $8,126.03; and for October - $26,169.12. These transfers will enable the Library to pay invoices incurred by the Reading Railroad Project and Dahlquist and Lutzow consultants for the Library's Capital Plan. RRP expenses, paid from the fund will be reimbursed by the Foundation.

Goals and PR:
MOTION: Sexual Harassment Policy
Fahrenbach so moved to approve the Sexual Harassment Policy as corrected. Harris seconded. All approved.

Technology: Sullivan
Website testing continues and despite staffing difficulties, Sullivan hopes to have the website ready sometime before the end of the year.

Personnel: Blackman
Job descriptions: Blackman discussed the possibility of outsourcing segments of Library work to a private company. Committee meetings are proving to be very productive, encompassing a broader inquiry than expected and should result in a good organization of Library resources.

Friends:
Last week's book sale raised more than $4200. Throughout the year, Bonnie Engel culls donated items to sell on eBay for the Friends.

Foundation: Kozak
The Evening with Rick Hogan fundraiser was declared, "The best ever" and lasted until 10:30 p.m.

Volunteers: Harris
Harris and Kozak have met twice to discuss revitalizing the Volunteer Program at the Library. Harris will poll area Libraries to garner new ideas; both will attend a workshop October 30th on how to organize and operate a successful volunteer program.

Long-Range Plan:
MOTION:
Landman so moved to approve the Long-Range Plan for 2007-2009. Brown seconded. All approved.

Revision of Timber Trails Fund Policy:
MOTION:
Blackman so moved to approve the revised Timber Trails Fund Policy. Brown seconded. All approved.

Clarification of Library Confidentiality Act:
A request for information without a court order is limited to identifying a suspect, witness, or victim of a crime in the event of an emergency where there is imminent danger of physical harm.
Library Birthday Party:
A jazz combo, cake, a youth program, open house, posters and possibly a website preview will mark the Library's 75th birthday on Sunday November 11th.

New Business:

Ecommerce for SWAN (paying bills with credit cards)
Starting about mid November, Patrons will be able to pay fees with a credit card.

Youth Services Carpet: Brown
MOTION: Carpet Invoice/Timber Trails
Landman so moved to use monies from the Timber Trails Fund to cover the cost of new carpeting for the Reading Railroad Project: The Timber Trails Fund to be reimbursed at a later date with monies from the Contingency Fund and/or the budget surplus. Blackman seconded. All approved.

Coordination of Kozak's evaluation:
At Blackman's suggestion, Kozak's evaluation will be conducted in January or February of 2008.

The Public Hearing for the Budget is December 3, 2007.

Blackman requested a calendar grid of special events at the Library. The current calendar may be viewed by clicking on "calendar" under the heading, "About the Library" on the Library's website.

When Kozak receives the Agency Report from Cook County via Grace Turi, the Finance Committee will meet to prepare the tentative budget for FY08.
