27 November 2007 Minutes from the Board of Trustees

President Economou called the meeting to order at 7:02 p.m.

MOTION: Minutes
Brown so moved to approve the minutes of the October, 2007 Board Meeting. Fahrenbach seconded. All approved.

Treasurer's Report: Brown
Despite late receipt of tax monies, the Library budget is essentially on target. Brown reviewed fund balances and stated that Reading Railroad Project expenses to be reimbursed by the Foundation should be clear by February of 2008. All books and materials will be purchased as planned in the FY2007 budget.

MOTION: Vendors List
Landman so moved to approve the corrected Vendors List that highlights items reimbursed by the Foundation. Fahrenbach seconded. All approved.

Librarian's Report:
An error by the Cook County Clerk's office resulted in a $29,223 loss in tax revenue to the Library. The Library and Village Attorneys are working with Bill Vaselopulos, Cook County Tax Extension Manager to recoup these monies for the Library in FY2008.
New furniture in Youth Services is due sometime in December.
The 75th birthday party, Reading Railroad launch went off as planned, 11/11/07.
Rick Roche continues to interview candidates for the reference librarian position in Adult Services
The new task chairs in Reference are a hit
Staff will tour the Wheaton Library for in-service training, 12/7/07.

Visitors: Dwayne Lutzow and Matt Lowe of Dalquist and Lutzow Architects, Ltd.

Communications: Annual Appeal Letter from the Foundation to be mailed in early December, 2007

Finance: Brown
Brown recapped the Library's efforts to collect the $29,000 lost from Timber Trails due to an error by the Cook County Assessor's Office.

Building and Grounds:
Dwayne Lutzow and Matt Lowe of Dahlquist and Lutzow Architects, Ltd. presented the results of their long-range facility assessment study. Once Trustees have had a chance to study the proposal, Kozak will invite Lutzow and Lowe to return for further discussion.

Finance revisited:
Review of FY08 Budget: Brown
The total levy request for FY08 is $1,009,143; the amount budgeted by FY08 is $963,273. Factors that influenced the levy are: CPI for 2007 was 2.5%; New Growth for WS is projected to be 7.5%; the EAV is projected to go up 3.0%; the Village's allowable levy increase over FY07 + 10%. Factors that influenced the budget are: Salary increases of 3.5%; 2008's IMRF percentage of payroll at 10.58%; FICA's 2008 percentage at 7.65%; and a health insurance premium increase of 8.5%. The Library materials budget is $127,500 up from $112,325 in FY07.

Passing of FY08 levies
Library Operating Fund #220:
Brown so moved that a levy in the amount of $799,498 be approved for the purpose of operating the Thomas Ford Memorial Library in FY08. Economou seconded. All approved.

Building Maintenance Fund:
Economou so moved that a levy in the amount of $116,895 be approved for the purpose of maintaining and repairing the Library Building and equipment during FY08. Sullivan seconded. All approved.

Insurance Levy:
Fahrenbach so moved that a levy in the amount of $9,000 be approved for the purpose of purchasing errors and omissions, workmen's compensation, and liability insurance for the Library in FY08. Sullivan seconded. All approved.

IMRF/FICA:
Landman so moved that a levy in the amount of $83,750 be approved for the purpose of providing IMRF and FICA coverage for Library employees during FY08. Fahrenbach seconded. All approved.

Technology: Sullivan
The unofficial launch date for the new website is early December. Sullivan encouraged Trustees to notify him if they experience any problems with the site.

Friends:
The recent book sale raised over $4,000. $1,700 was awarded to staff to fund the purchase of materials and programs.

New Business:
Volunteer Program:
Harris and Kozak have prepared a comprehensive application for potential volunteers. The program will be advertised on the website and in future newsletters. A staff person will be selected to work with the volunteers.

Old Business:
Report of Reading Railroad/75th Birthday party:
Over 100 people attended the combined opening of the Reading Railroad and the Library's 75th birthday party. The rest of the new furniture in the Children's Department should be in place before the end of the year. Brown hopes to close the account books on the project sometime in the first quarter of FY08.

Board/staff party:
The holiday party is scheduled for 12/2/07 at the home of Anne Kozak.
